First 5 Merced County’s Request for Proposals (RFP) for the Commission’s Strong Families Priority Area!

First 5 Merced County is pleased to announce the release of the Request for Proposals (RFP) for the First 5 Merced County’s Strong Families Priority Area. This RFP is focused directly on First 5 Merced County’s Strong Families Priority Area which has two objectives: 1) Enhance the system of effective family support and strengthening programs, and 2) Support families in building and enhancing the 5 protective factors that promote optimal development. The 5 Protective factors include:

  • Parental resilience,
  • Social connections,
  • Concrete support in times of need,
  • Knowledge of parenting and child development, and
  • Social-emotional development in young children.

First 5 Merced County invites proposals that address innovative, quality interventions for family support and strengthening efforts that meet First 5 Commission standards and contribute to achieving intended First 5 Merced County’s Priority Area 1 – Strong Families.

The RFP is intended to support Direct Services and solicits proposals for new services, enhancement and/or expansion of existing services. Contracts issued for Direct Services will executed for a period of 4-years, with match requirements in years 2 and 3, and awardees required to fully fund projects in year 4 with support and technical assistance from First 5 Merced County.

Awards are available from $25,000 up to $150,000 for the timeframe of July 1, 2017, through June 30, 2021.

The deadline for submitting questions regarding this RFP is May 12, 2017 at 4:00 PM PST.

Proposals are due to First 5 Merced County by June 2, 2017 at 3:00 pm PST. Please note First 5 Merced County has moved to the Department of Public Health, located at 260 E. 15th Street in Merced.

This RFP is focused directly on First 5 Merced County’s Strong Families Priority Area and is intended to solicit proposals for systems change. This RFP invites proposals that address innovative, quality initiatives for family support and strengthening efforts that meet First 5 Commission standards and contribute to achieving the goals related to First 5 Merced County’s Priority Area 1 – Strong Families.

Systems Change is work that results in long-term change to an organization's culture, professional norms, policies, or increases systems efficiencies that have the potential to impact children 0-5 and/or their families. This RFP has flexibility in the frequency of funding and proposers have the choice to apply for one time funding up to $75,000 or incremental funding, up to $25,000 per year over the next three (3) fiscal years to benefit children through age 5.

Awards are available from $25,000 up to $75,000 for the timeframe of July 1, 2017, through June 30, 2020.

Community Engagement Sponsorships Program

Financial sponsorships are now available to a diverse set of partners, organizations, and community-based groups for selected community events, activities and/or community dialogues that specifically support and address the areas outlined within the Children's Bill of Rights for Merced County. Funding ranges from $250 to $1,000 per event. A Letter of Request must be submitted to First 5, which provides the requested information at least 21 days prior to the event. Applications are accepted on a continuous basis as allocated funding allows.

Joint Funding Partnerships Program

Under this program, First 5 Merced County partners with local organizations with the aim of: 1) Leveraging additional (non-First 5) funds and services in Merced County to maximize the benefit for children 0-5 years and their families; and, 2) increasing the degree of coordination of funding and services that are supported across different funding streams. Three types of partnerships are available: Joint Grantmaking, Local Cash Match Commitments, and First 5 Augmentation Funding. Potential partnerships may be developed on a continuous basis as allocated funding allows.

First 5 Merced County is pleased to announce the release of two (2) Requests for Proposals for funding.

These Requests for Proposals are for proposed interventions to begin July 1, 2009. Proposals for both RFPs are due February 20, 2009 (5:00 PM). Refer to the RFPs for more details.

Pre-proposal conferences to provide clarification regarding both RFPs will be held:
